A state audit found that there were 49 cases in which convicted
sex offenders appeared to have the same address with child-care facilities. Los Angeles County officials announced Thursday
their intention to begin checks.
One of the conclusions of the audit was that even though child-care
employees must submit to criminal background checks, the rule ignores people
who live at the same address as such facilities.
After comparing the addresses of 8,000 sex offenders
registered at the California Department of Justice with 75,000 locations of
child care facilities, they found that at least 30 locations matched. 25
matches were found in Southern California, four in San
Diego, and one in San
Bernardino County.
Offenders had been charged with rape, sexual battery to lewd acts on a child,
oral copulation with a minor under the age of 14, according to documents
released Thursday.
As an example, in the Compton
case, Jerome Tillman, who was convicted of four counts of rape in 1977,
allegedly lived at the same address with a foster family home on Maie Avenue, the
Los Angeles Times noted.
The investigations determined the reactions of the
authorities. State Department of Social Services officials decided to temporarily
suspend the licenses of at least eight facilities in Los
Angeles County,
including five in the city of Los Angeles and
one each in Compton, Lancaster
and Pomona, and one in Rialto
in San Bernardino
County, the Los Angeles
Times reported.
County officials were shocked when they found about the
audit’s conclusions, as Director Patricia S. Ploehn said. Director John Wagner
of the Department of Social Services was also concerned about the situation
brought to light by the audit.
